First thing he did was blame someone else.

I am reasonably certain he was pointing at Trump as the cause.

Just unplug him for a few seconds to reset him.
 
The sandbag was holding down the support for the teleprompter. Due to his "ailments" he has lost spatial awareness, as many dementia patients do. My best guess is that he mistook the teleprompter for an eight-year-old girl and was moving in for the old grope and sniff.
