Why do we need rare Earth minerals...?

I remember the war on paper bags. One word "Plastics". Now there's the war on plastic bags... replaced by 'cloth bags'.

There's also a war on 'fossile' fuels and the 'solution is rare Earth minerals. Extrapolating further what happens when there is a war on rare Earth minerals?
