Fuck that. I would just knock off the rim, punch some holes in the bottom then fill it with gravel. Pour concrete on top to make it level with the deck and you are golden.
 
Exactly, It's only illegal if you get caught. If I had a pool they told me I couldn't use cause of a water shortage, I'd just get some aluminum framing and a bunch of plexiglass and turn it into a makeshift greenhouse. Also it seems if they are telling people they gave a permit to build something, and been taxing them for it that they now can't use it, they better not try and charge stop them from filling it in.
 
Penn, is that the correct link? I'm seein a b=page about the Wright brothers - nothing to do with removing a pool.
 
That's what I saw too, but I scrolled down and there were several stories including the water shortage/pool industry story.
