I haven't gotten any emails from eBay telling me about any deals in a very long time.
I don't even get notifications regarding ebucks "specials" anymore
I'll bet if you look into the details of the emails that it does not apply to the coins and currency category

Does "no coins" also mean, "no bullion"? I can't see the details from your screenshot.
 
It is not like they used to do coupons. Now the coupons are for a select group of sellers who agree to participate.
