I am dubious about this claim. What would make more sense would be if the "excess" inventory was gold plated chinesium being pitched as the real deal.
 
I've actually been reading reports for several years now that China doesn't (and hasn't) honestly/factually report(ed) their gold import numbers. This isn't the first time I've read a report claiming that the PBOC's numbers didn't match up or make sense with marketplace import/export numbers.
