Trump signs executive order boosting deep-sea mining industry​

(Reuters) -President Donald Trump on Thursday signed an executive order aimed at boosting the deep-sea mining industry, marking his latest attempt to boost U.S. access to nickel, copper and other critical minerals used widely across the economy.

The order, which Trump signed in private, seeks to jumpstart the mining of both U.S. and international waters as part of a push to offset China's sweeping control of the critical minerals industry.

Reuters first reported last month that the order was under deliberation.

Parts of the Pacific Ocean and elsewhere are estimated to contain large amounts of potato-shaped rocks known as polymetallic nodules filled with the building blocks for electric vehicles and electronics.

But these deposits aren’t enough. Attention is now turning to the oceans. Here, it’s thought that vast deposits of the metals exist below the seabed. A geopolitical race has begun between states to exploit these resources. And that's not all: extraction of the metals threatens to cause major ecological damage.

Alabama Sen. Britt Leads Bill To Unlock U.S. Offshore Critical Minerals, Counter China​

A bipartisan group of senators has introduced legislation designed to bolster the United States' critical mineral supply chain and reduce its dependence on China. U.S. Senator Katie Britt (R-Ala.), alongside Senators Tim Sheehy (R-Mont.), Tom Cotton (R-Ark.), and Marsha Blackburn (R-Tenn.), announced the "Revitalizing America’s Offshore Critical Minerals Dominance Act of 2025."

The Future of Sovereignty in the Deep Sea​

The global commons are under threat from revisionist powers such as China that seek to redefine international norms to suit their own ambitions. Nowhere is the threat growing faster than in the deep seabed. With the global demand for critical minerals vital to modern technologies, the deep seabed has emerged as a domain of significant strategic consequence.

China is positioning itself to dominate this key domain by exploiting legal ambiguities, backing industrial endeavors, modernizing defense capabilities, and exerting influence on the rule-making process itself at the International Seabed Authority (ISA). It is laying the groundwork for expanded maritime influence by collecting deep seabed mining permits in resource-rich areas of the world’s oceans.

The hidden money behind deep-sea mining​

A DW investigation traces the hidden financial web behind deep-sea mining — an industry scientists say remains poorly understood, yet capable of causing irreversible harm to oceans worldwide.More than 20 financial institutions worldwide have publicly vowed not to finance deep-sea mining -- an activity scientists say could cause irreversible harm to ocean ecosystems. However, a DW investigation has found that some have invested at least $684 million (E581 million) in companies linked to the industry.

Hundreds of millions of dollars are flowing into companies racing to extract nickel, cobalt, and copper for batteries and other industrial uses from deposits buried thousands of meters below the ocean surface -- an environment where scientific knowledge remains limited. Less than 0.001% of the seafloor has been explored.
