Basicaly, they see it as (and well argue the case why) a government operation. Which, when you think about it, has some serious implications - one of them is, there will never be any prosecutions, let alone convictions. Secondly, it might go on for much longer, than if it wasn't govt. enterprise - and the only "exit strategy" to end it, will be a big reset - when somebody, somewhere starts asking for delivery of their physical, there WILL be failure to deliver (or many), and the whole thing comes crumbling down.
Which, taking into account government's achievements track record in different fields, is a given.
