If captured, it should claim to be sneaking into the country illegally. That way, it will be set up with a pre-paid debit card, a free cell phone, and free transportation to anywhere in the country it wishes to go.
 
I betcha they put more money and effort into that otter than into fifty drug mules crossing the border.
