Is silver a critical mineral?

They can begin construction of storage facilities right away so there is raw material available to refine when the processing is built.
 
I've mentioned in other threads rhetoric from Robert Gottlied et al concerning the idea that there was a Section 232 investigation pending that might lead to Trump signing an Executive Order effecting tariffs for silver (as a critical material). Trump's Executive order is now out and it does not mention silver (as I had argued because the Section 232 investigation on critical materials was more than half way done before silver was added to the critical materials list):

The problem with processing silver is resourcing the needed chemicals and disposing of the waste, not to mention labor and handling hazardous materials.
 
when i go digging for silver it comes right out of the ground in square shapes already purified....just dig er up n fill the hole back////
