That test is call the primary and general election process and the public are the ones that grade the test. Maybe we need to certify the public's ability to grade, but that's an entirely different can of worms (and yes, the process for grading should also be transparent and auditable).

We should go back to landholders (stakeholders) being the ones who vote. Allowing everyone 'the right' to vote was a mistake.

For those of you who think this is unconstitutional, think again. There will be people or jurisdictions selling land by the square inch at very affordable prices. The psychological impact of voters who are landowners would be immense, every time they get the tax bill the land owners will think hard because you have people who have skin in the game.

At the same time, land ownership could be used to verify voters, dead voters would be removed for non-payment of taxes or transfer of titles from estates. Voter eligible land could also be limited to valid US citizens thus reducing the number of non-citizens voting.
