Hey y'all, I'm doing some research into how refineries are financed and haven't been able to find much. Is there anyone who can point me in the right direction or provide some insight?

wouldnt they put together a business plan then go to the market and borrow or sell shares ?

Why would refinery financing be different from other business enterprise ?
