State records and investigative reporting have confirmed the details on Minneapolis's most infamous daycare.

Here's what we know:


The Violations:

Between 2019 and 2023, the facility was cited for 95 separate violations, including failure to keep hazardous items away from children and no records for 16 children supposedly enrolled.

In 2022, Minnesota DHS placed it on a conditional "probationary" license due to severity.

They kept paying anyway.


The Money:

State records show approximately $7.8 million in CCAP funds from 2019-2024.

Add the $1.9 million disbursed in 2025, and the total approaches $9.7 million.

For 99 children, that's $19,191 per child annually, the high end of reimbursement rates usually reserved for specialized full-time care.


The Ghost Children:

Licensed capacity- 99 children.

Reported enrollment: 99 children.

The defense?

Manager Ibrahim Ali claims they operate 2 PM to 10 PM only.

An "evening shift" daycare model that's statistically almost nonexistent in the U.S. childcare industry.

For 99 children, Minnesota law requires 10-15 staff members.

Where are they?


The Federal Response:

As of December 29, HHS froze all payments.

Federal auditors are now cross-referencing enrollment lists with parental employment records.

They received millions for years.

The state saw 95 violations and kept paying.

It took a YouTuber to stop it.
