Some clever weenie came up with an illegal-catcher that the DS liberal judges and governors cannot block.
It is a FEDERAL LAW that if you drive a truck in any state, you MUST be able to read, write, and speak English!
(eg: Warning signs, emergencies, temporary instructions, etc.)
*IF* you are caught driving a truck and cannot do those 3 things, you get hit with a $5000 fine required payable on the spot. And your company gets nailed harder.
