If there was no name on the envelope then no way to identify the owner right away. He can just say he was going home to secure the cash and look online for anyone who may have lost the envelope so he was doing the best he could.
The laws are stupid anyway.

Everyone should just overload the system. Bring a penny into the police station and make them follow the law and do all the paperwork involved in logging that penny into the system. It could be a very valuable penny.

He overlooks what is probably the obvious, but unmentioned part.

Which I don't know, but I would bet on, knowing the workings of police departments and government agencies generally.

The "victim" was probably politically connected. The "thief" was not. Money talks; and so now he's perp-walking.

We live in a world where there's tens of thousands of laws that aren't enforced, that most people and most cops don't even know. But when convenient, they're trotted out.

And, again, when politically expedient, some crooked "judge" will enforce to the letter. Look at what happened to Donald Trump - once he stopped being a patron of government (PAC donations, private-sector player) and became an Enemy of the Status-Quo.
