Exclusive-US Congress Republicans seek $27 billion for Golden Dome in Trump tax bill​

WASHINGTON (Reuters) -Republicans in the U.S. Congress plan to introduce a sweeping $150 billion defense package that will give an initial $27 billion boost to President Donald Trump's controversial Golden Dome missile defense shield and bolstering shipbuilding, according to a document and a congressional aide.

The measure would supercharge the national defense budget with new money to build 14 warships and lift homeland security spending. This will add $150 billion to the already approved $886 billion national security budget for 2025. It will be part of Trump's sweeping tax cuts bill, which will cut taxes by about $5 trillion and add approximately $5.7 trillion to the federal government's debt over the next decade.

Report to Congress on the Joint Light Tactical Vehicle Program​

The following is the May 12, 2025, Congressional Research Service In Focus report, Joint Light Tactical Vehicle (JLTV).

The Joint Light Tactical Vehicle (JLTV) Family of Vehicles (FoV) is an Army-led, joint-service program designed to replace a portion of each service’s light tactical wheeled vehicle fleets. The JLTV FoV consists of two variants: the four-seat Combat Tactical Vehicle (CTV) and the two-seat Combat Support Vehicle (CSV). The CTV is to support the General Purpose, Heavy Gun Carrier and Close Combat Weapon Carrier missions. The CSV is to support the Utility/Shelter Carrier mission. The JLTV is transportable by a range of lift assets, including rotary-wing aircraft. Its maneuverability enables activities across the spectrum of terrain, including urban areas, while providing organic and supplemental armor against direct fire and improvised explosive device threats.

SECNAV Phelan: Fixing Columbia, Virginia Sub Production Top Priority​

Getting the Columbia-class ballistic missile submarine program back on schedule and speeding up the delivery of Virginia-class attack boats took center stage during Secretary of the Navy John Phelan’s first time before a House defense subcommittee since his confirmation.

Phelan told the panel that righting the submarine program “is my number one priority.” Strengthening shipbuilding and the maritime industrial base topped his three focus areas in assuming the secretary’s post.

Reconciliation Bill Moves $4.5B for Virginia-class Buy in 2026​

Congress has tweaked the reconciliation bill to shift $4.5 billion to buy a Virginia-class submarine in Fiscal Year 2026 instead of FY 2027, according to language in the legislation passed by the House this week.

The move, according to two sources familiar with the change, is designed to ensure the Navy will acquire two Virginia-class submarines in Fiscal Year 2026 by using money in the reconciliation legislation to buy one of the boats.

Previous versions of the bill had the $4.5 billion earmarked to buy a Virginia-class boat in FY 2027. At the time, legislative sources told USNI News the move would ensure there was money set aside for two boats in 2027 as a hedge against the Navy and White House only asking for one.

Congress Tells Pentagon $20.8B FY 2026 Shipbuilding Funding is Insufficient, ‘Highly Unusual’ HAC-D Bill Adds $16B for Ships​

In two hearings on Tuesday, legislators in the House and Senate told Pentagon and Navy leadership the planned $20.8 billion budget for shipbuilding in the proposed Fiscal Year 2026 is insufficient, with the House defense appropriators proposing boosting the total to $36.9 billion in a draft spending bill.
Sen. Roger Wicker (R-Miss.) called the funding for the Navy outlined in an appendix to the White House Office of Management and Budget’s so-called “skinny budget” for FY 2026 as overly reliant on shipbuilding money that was included in the reconciliation bill that is currently under consideration in the Senate.

“I am disturbed by the shipbuilding account, which plummeted to $20.8 billion from last year’s $37 billion,” Wicker said while chairing a Senate Armed Services Committee hearing on the Navy budget. “This shortfall reflects efforts to game the budget in anticipation of Congressional reconciliation funds, which were intended as supplemental, not a substitute.”

OpenAI wins $200 million U.S. defense contract​
