I think these are trial balloons. Thy government will try acts like this, see what the response is and if nothing much happens then they will ramp it up. There needs to be strong, unwavering, vociferous opposition to all acts of arrest where no crime has been committed.

They don't care what you think all that much. They really get interested if it looks like your opinion is convincing a lot of others, though. You can talk all you want about anything to your pals over a beer. Publish it where it might wake a bunch of other people up - that's terrorism. They're terrified.
