so when JPMorgan tanks because of their 90 trillion dollars in derivative exposure, will the ebt cards stop? (EBT cards are a part of JPMorgan).
 
Should any TBTF fail, it will get broken up and any useful parts will be taken by new owners. I would imagine the EBT cards would continue under new owners/management.
