Absolute lunacy.
What, do they believe landlords are "hoarding" empty space? How is taxing MOAR for property that cannot be rented, mostly for the chaos and filth on the streets in front of these structures...how is the higher tax gonna do anything, except increase abandoned structures, and moar visits by Benny The Torch?

But this is batschitt lunacy. There's a lot of it, NOW...but it's a new thing in our history. This is what you expect to see in some African landlocked colony.
