I call people all the time. The police have never answered the phone.

Did I misunderstand your post? Could be. You weren't very explicit.
 
Some 911 calls are pranks etc, BTW. Here, they pretty much answer them all, but it's taken them an hour to reach my place. When seconds count, the cops are only 45 min away...so you take care not to need them too quick. Interestingly, the paramedics are one heck of a lot faster.
 
Police solve less than 5% of crimes in Sweden. But according to the Swedes, if we didn't have the police, it would be Mogadishu in the streets.
 
the police purpose is to take notes and provide for taxation. They have no obligation to place themselves in harms way.

somewhat similar to our health industry. The first thing you are asked in the doctors office is how do you intend to pay?
