This is a great view. I like.

Couple observations here.

1. All of the "red" debt is from the 1st world countries???
2. How is it that the Russian Fed isn't consumed in red either?

Russia defaulted on it's debt and revalued the Ruble in 1998 (two years before the first year reported on the chart in the OP):
