Ratigan is one of the few talking heads who will say something of import once in a while, but I found his rant there a little scary because I interpreted his call to action as essentially wanting an executive branch dictator to dissolve the Congress.
Any fundamental change to our political structure (ie. removing money from politics) needs to come from the bottom up - from the people / voters. I like this idea:

With today's internet video conferencing technology, there shouldn't be any reason we couldn't scale up the House of Representatives in a smart manner - lowering the barriers to entry and making Reps more accountable to their constituencies.
