A bunch of nuclear reactors floating around in merchant ships that will never, ever have accidents. I wonder how idiot proof (or Somalian pirate proof) those reactors are.

Somalia better have some engineering people, they're about to get nukes...
 
Put some trained and professional soldiers on the merchant vessels. That solves two problems.
