Because if it were done 100% with private funds, it would make it easy for a dem to tear it down as soon as one happens to get elected.
It would only have cost the donors, not the taxpayers.
This way, if some public monies are involved, it'll be a lot harder to justify doing that.

Edit: You're pretty lucky. Live on a nice spread, don't have too much to worry about. A lot of people are kinda stuck where they are and most are apolitical.
