Because the Constitution cannot protect the People from subversives WITHIN government. Once the government itself has a subversive faction as a majority, it's game over.
This is part of what Franklin was saying, as he remarked in his closing address to the Convention, that the Constitution be "likely to be well administred for a Course of Years, and can only end in Despotism as other Forms have done before it, when the People shall become so corrupted as to need Despotic Government, being incapable of any other." (sic)
He was wrong about the time. It lasted relatively intact for 150 years, not a score (20 or so); and then continued to partially function, liberty partially protected, another 90 years. But here we are, the end game.
The Tree of Liberty needs nourishment, as Jefferson said it would require from time to time.
