TL;DR Silver Ramblings (you have been warned!)

Some thoughts/observations:

We actually have UK silver export data for July indicating ~59.6 metric tons of silver exported to the USA. That while the average EFP spread during my daily morning snapshot readings was +$0.08 across the month (ie. it was relatively expensive to buy in London and ship to USA versus buying from the COMEX front month contract).
There is a bit of fuzziness to import/export data, but the latest such data that we have would indicate some support for GS statement.

When the initial silver tariff risk mitigation began circa December 2025 and through February 2026, the silver front month EFP spread blew out as bullion banks were shipping silver from London (LBMA) to NYC (COMEX).
I can't speak to copper, platinum or palladium, but the silver front month EFP spread (COMEX futures - LBMA spot) has, with the exception of August 6th, remained near zero and negative for the most part (
which means that buying silver in London to ship to the USA has been more expensive than buying from the COMEX) since the end of July.
If the bullion banks have been "pulling silver into the US" from London (LBMA) since the end of July, they have been paying a premium to do so. Banks don't like to lose money, so if they are actually doing it, it's serious business.

Per my calculations(3), LBMA liquid silver free float vault stock ranged from 6,988 metric tons (using LBMA report) to just 6,132 metric tons (adjusting for import data discrepancies since February(4)). In October 2025, the LBMA silver market seized up when they had roughly 3,421 metric tons of supposed free float per public data at that time. Therefore, we can estimated that the LBMA's effective (liquid) silver free float as of the end of August was in the range of ~3,567 to ~2,711 metric tons.
India started importing silver again in August though we don't know how much yet. ~3,000 metric tons of liquid free float vault stock sounds like a lot, but India alone imported over 1,000 metric tons of silver from the LBMA across just a few months at the end of 2025.
Silver ETFs/ETPs (like SLV et al) are also increasing vault stock lately(5) which directly eats away at the LBMA's liquid free float vault stock. If both India and bullion banks are also draining LBMA vault stock, I would expect we should see some stress in the silver lease rates before too long.
SLV is the 800lb gorilla in the silver ETF/ETP space (representing ~61% of total London vaulted ETF/ETP vault stock).
The 1 month silver lease rate has shown high correlation with movements in SLV vault stock when the LBMA's free float gets constrained. Lately, the correlation has been tightening up.
We saw it recently as 1 month lease rates fell (more negative) while SLV shed vault stock and the COMEX reported heavy withdrawals(7) in the 3rd week of September. Then when SLV added a massive 6.5M ozt in one day on Sep 21, the 1 month silver lease rate moved from negative to positive that same day.
In the big picture, it looks to me like the LBMA really doesn't have that much left in the tank to give if the bullion banks are indeed draining LBMA silver for US vaults (outside of the COMEX system). The 1 month lease rate isn't really confirming or denying anything yet IMO.

@Sorenthek et al have opined that the US is (has been) shoring up domestic (non-COMEX) silver stock using LATAM mining proceeds. The latest news I've seen is that silver mining production from Mexico and Peru is down ~15% in the first half of this year(8). Seems like if the US is indeed trying to shore up private vault stock, they might need to supplement waning LATAM mining proceeds.
