A shortage, from any cutoff of any significant supply, affects world prices. That's market pricing.
An export ban should be explored - by that I mean, war-gamed through. There will be massive moves to counter it. How? Black market? Divert some through pipelines to **OUR FRIENDS** in Canukistan, to then off-load to no-brand VLCCs to ship? Will a ban just enrich moar Soros-type players?
What would the price BE, in an isolated market? We get into command-and-control pricing - which history shows, never works.
These are questions that should be answered, but, we know, won't be.
