Okay, my first two answers had subtle, but fatal flaws. I think I have a correct answer.

Added: Here are two obviously wrong choices.

I think the first one is by the Las Vegas convention center. I was there once, watching cars run the red light. I told another guy they should have tire spikes that deploy when the light turns red. He asked how to deal with the cars stuck on the road. I said they could have a winch and cable to drag them to a vacant field.
